美欧关系原本就是本届慕安会的头号重头戏,会前我与多位参会代表以及欧洲媒体同行交流时,他们有个共识,那就是继去年万斯峰波惹怒欧洲之后,这一次美国以卢比奥为首,派出规模空前的代表团来参加慕安会,核心目的其实就是来求复合的。 卢比奥这次尽管是带着安抚盟友的任务来的,演讲中的措辞呢,也不像去年万斯那样的激进荒诞, 但字里行间仍然透露出美国优先这一核心目标之下的自我。潜台词就是要打造联盟可以,但是我说了算,就算这次卢比奥说的再好听,美欧渐行渐远也是不争的事实。 破镜虽难重圆,但是鉴于两边过于深厚的连接,美欧也不太可能在短时间内就彻底反目。其中一个重要的原因就是欧 欧洲的团结和房屋自主要比想象中更加脆弱和艰难,其中一个最大障碍就是内部的斗争和分歧。二零二二年俄国冲突爆发之后,德国高调承诺将成为欧洲房屋的领导者, 他也说到做到。去年德国房屋开支绝对值位居全欧洲之首,照这个趋势发展下去,他将在二零三零年再次成为一个军事强国。 本次公安会上就有参会代表提出,德国的重新武装或将导致巴黎与柏林的公开竞争卷土重来,从而产生一个更加撕裂脆弱的欧洲。而这显然与当下欧洲各国领导人口口声声强调的团结自主背道而驰。
